DOF visited Kima Office, National Property Administration, Ministry of Finance, and Kinmen Kaoliang Liquor Inc., exchanging ideas on property management and professional knowledge of tobacco and alcohol.

Commissioner You Shih-Ming of the Department of Finance (DOF), Taipei City Government (TCG) led the colleagues to visit Director Chang Tsui-fang of Kima Office, National Property Administration, Ministry of Finance today and exchanged ideas on property management. In addition, Ting Cheng-Kang, the General Manager of Kinmen Kaoliang Liquor Inc. (KKL), introduced the Kinmen Kaoliang Liquor business and DOF visited the Jinning factory to understand the related operations of the wine making process. The key points of the exchange are as follows:


1.    During the visit to the Kima Office of National Property Administration, In the aspect of Public Property management, both parties engaged in a fruitful exchange regarding achievements in the field of property management. Commissioner You Shih-ming expressed the efforts made by the TCG in recent years in the realm of public property management. Initiatives such as the implementation of the mechanism for integrating the supply and demand of municipal assets in 2023, the TCG Plan for Soliciting Private Proposals for Revitalizing Idle Municipal Properties, the Demi-Whip System of Property Manager, and the advancement of property management system functionality to align with the digital era were shared as experiences. Through on-site visits and discussions, the dialogue centered around the challenges and issues in public property management, with the shared aspiration that both parties can contribute to the field with more innovation and progress. Director Chang Tsui-Fang of the Kima Office of National Property Administration noted that between 2019 and 2022, over 380 cases were completed under the Offshore Islands Development Act, including repurchases and transfers of land, fulfilling a scheduled milestone of policy and alleviating disputes over land rights remaining from the wartime period. Furthermore, cooperation with the land registration process in Matsu entered its final stages, actively facilitating legal usage rights for residents. In 2023, there was a substantial increase in lease and purchase applications, doubling the quantity. Simultaneously, collaborations with government agencies accelerated the acquisition of land for public construction purposes, with over 33 hectares of state-owned land allocated in 2022 and 2023, firmly aligning the operations with the framework of the State-owned Property Act and promoting the  public assets revitalization.


2. KKL, a public corporation run by Kinmen Government, is well-known for producing and selling kaoliang liquor. Moreover, KKL serves as an important financial support of Kinmen Government. Through a visit to the Jinning factory, DOF got deep exposure to the raw materials, production, and technology for the storage of Kinmen Kaoliang Liquor. Furthermore, DOF improved knowledge for identifying Kinmen Kaoliang Liquor and enabled capability in investigation.


DOF, TCG learned and shared experiences through this business exchange. Both sides have benefited a lot with fruitful results.
