Is motorcycle periodic inspection a new policy?

Since 1999, Environmental Protection Administration, Executive Yuan has started enforcing motorcycle periodic inspection. On Oct. 4, 2004, it was promulgated that the frequency of motorcycle periodic inspection was changed to one exhaust inspection per year, one year after the motorcycle licensing. In 2008, the regulation was amended as “three-year-older motorcycles shall be periodically inspected for its exhaust on one month before or after the original date of issuing vehicle registration”. It was also mentioned that the motorcycles, that are not periodically inspected, could not receive re-issued vehicle registration and their owners would be fined NT$2,000. In 2011, the regulation was amended as “five-year-older motorcycles shall be periodically inspected.In 2018, according to Air Pollution Control Act, Article 80, for those that do not undergo periodic air pollutant testing, the owners of motor vehicles shall be fined NT$500 to NT$15,000.
Those that fail to undergo periodic testing over 6 months after the date of testing, shall be notified by special municipality, county or city competent authorities to make improvements within a limited time period. Those that fail to complete improvements by the deadline shall be fined NT$3,000 to NT$60,000. If they still fail to complete improvements within a time period provided again in the notice sent by the special municipality, county or city competent authorities, highway supervisory authorities are required to revoke license plates.
