Are there requirements for enrolling in “Citizens’ Free Digital Courses”?
You must reside in either Taipei City or New Taipei City. In addition, under the arrangement on resource sharing between Taipei City and New Taipei City which took effect in 2015, residents of the two municipalities – regardless of age or gender – can register for computer classes across the city border.
