Foreign nationals holding valid Alien Resident Certificate (ARC) can apply for TaipeiPASS gold membership via one of the three methods listed below: 

1. Holders of physical ARC card: either “Apply for ARC Verification (Chinese) ” on the official website of TaipeiPASS or download TaipeiPASS app (Chinese)  and choose “Register with ARC”;
2. Visit any of the 12 district offices in Taipei to apply in person, or 
3. Submit application online via Citizen Grand Platform (Chinese)
