What is the legal basis for requiring submission of the parking identity of the disabled to cancel the payment notice?

According to our Inspection Procedure for Preferential Parking of the Disabled at Public Pay Parking Lots, in order to prevent the disabled from lending their certificates to others, we will notify the authority of social administration to cancel the parking identity of the disabled according to Article 13 of the Setup and Management Regulations of the Special Parking Spaces for the Disabled if any such lending is identified. In this case, the disabled could not apply for a new parking identity within 3 years and should pay the parking fee according to relevant regulations.
