To enhance the efficiency of municipal asset utilization, the Department of Finance (DOF), Taipei City Government (TCG) established a mechanism for integrating the supply and demand of municipal assets in March 2023. Chaired by the Secretary-General, the government-level Supply and Demand Integration Meetings were convened, breaking away from the past practice of solely allocating single demands for single supplies in municipal asset utilization. This approach aims to maximize the effectiveness of municipal assets. 

Through the operation of this mechanism, not only inventory municipal development needs for the next 4 years, but also allocate resources such as privately donated land or public welfare facility projects in urban planning change cases or urban design review cases will be comprehensively considered for allocation. At the same time, an initial review group will be established to assist each agency in allocating funds needed for the construction of municipal buildings in accordance with the principle of frugality. As of March 31, 2024, the TCG has held 12 meetings and achieved 92 accomplishments.

The commissioner of the DOF stated that Mayor Jiang has actively promoted various constructions. It is urgent to assist various departments in matching the required land for construction and economizing on construction funds with limited municipal resources. For instance, the future reconstruction of the Beitou District Administrative Center requires active deployment of temporary office spaces. In order to provide a safe and convenient office environment for local residents in Beitou, numerous site investigations and meetings have been held by the DOF, to determine the interim office spaces of various units through the integration platform, over the past 6 months. 

As of February 29, 2024, the DOF managed 66 plots of land and 157 buildings. To quickly match a total of 215 demands submitted by the TCG agencies and schools over the next four years, the Municipal Property Management Geographic Information System (GIS) technology was introduced, and hundreds of data were processed into images. Through system matching, it effectively saves the cost of manual matching in the past and provides more immediate decision-making references.
