Taipei City Road & Pipeline Information Center (RPIC) Holds Seminar
In fostering exchange and collaboration among various road maintenance and pipeline management-related industries to inspire new management thinking and elevate administrative performance, Taipei City Government’s Public Works Department (PWD) and the Chinese Society of Pavement Engineering co-hosted the Taipei City Road and Pipeline Management Information and Maintenance Management Seminar at the GIS NTU Convention Center on October 3, 2019. Office Director Huang Min-chieh from the Construction and Planning Agency of the Ministry of the Interior (CPAMI) opened the seminar, which was followed by a speech by PWD Commissioner Lin Chih-feng.
According to the PWD’s New Construction Office, the seminar invited specialists from the fields of construction management, road management, and geographic information in the country to present lectures. Professor Chang Chia-jui from National Ilan University conducted the opening lecture focusing on the development of integrated applications of the Public Utility Database Management System and road information; he also shared technical research outcomes pertaining to RIM (Road Information Modeling) with the audience, which uses visualization management to boost management performance with limited manpower and resources.
CPAMI senior technical specialist Chao Chi-hung introduced the urban road legal system from the perspective of road management regulations, and also shared his experiences on issues related to road management practice and case studies. For a long time, Professor Chang Chia-chiang from Chien Hsin University of Science and Technology has assisted the CPAMI in formulating a standard for Public Utility Database Management System in Taiwan. He conducted a lecture using the example of updating the underground pipeline map to demonstrate how to carry out pipeline map updates, data rectification, pipeline measurements, and precautions for updating the map, paying particular attention to the usability and consistency of the resultant map in order to ensure its value as a future reference.
RPIC Director Chen Hung-ming shared the center's accomplishments in innovative, smart management over the last 4 years since it was founded. In total, 215 convenient measures were implemented, including real-time video surveillance of construction projects, a construction schedule booking and management system, online permit applications, and payment by barcode, among others. In addition, it has also promoted a road construction and supervising on-site management personnel licensing system, cross-regional licensing across Taipei City, New Taipei City, and Taoyuan, as well as the clearing of 80% of overhead cables for roads with a width of 15m or wider. It also arranged the successful coordination of electrical facilities (transformer boxes and utility poles).
According to RPIC Director Chen Hung-ming, Taipei City formed the RPIC in July 2015, which has a wealth of practical experience in a wide array of projects. The seminar today was attended by nearly 200 professionals from the industry, government, and academia; through the seminar, the center was able to exchange ideas with experts from diverse fields and inspire new thinking. Lastly, the vision of RPIC 2.0 was proposed, hoping to elevate road/pipeline maintenance and management to new heights.
