Taipei City Mayor Ko Wen-Je Attends Groundbreaking Ceremony of Nangang Biotech Cluster BOT Project – Taipei Bioinnovation Park Today (12/16)!

Groundbreaking for Taipei Bioinnovation Park Taipei Nangang Biotechnology Park is a Taipei City Government BOT project that combines the resources, expertise and flexible thinking of the private sector through public-private partnerships (PPP). An investment contract was signed between the city government and Century Development Corporation on 2018/4/30 to kick-start the first BOT project in Taiwan's biotechnology and pharmaceutical industries. The 1.5 hectare-plus project site will be turned into a biotech building with nearly 99,000m2 of floor space by Century Development Corporation. A biotechnology and pharmaceutical innovation and incubation center will be constructed, offering biotech firms with incubation space at a discounted rate. Furthermore, an all-in-one industrial space combining R&D, pilot run/mass production, and office functionalities will be established, introducing more sophisticated biotech firms in terms of scale, or those that are in their middle to late stages of R&D. The center will fulfill the needs of biotech firms for diverse functional spaces.

According to Mayor Ko, as the industry upgrades and transforms, and as the population structure quickly evolves into an aging society, the biotech industry will become the focal point of the global industrial economy. With an outstanding track record in ICT development, as well as an abundance of talent, technical prowess, a sound NHI system, and a comprehensive medical database, Taiwan is able to showcase its potential in Bio ICT industries such as smart medicine (combining ICT and biotechnology) and precision medicine. Besides offering services including total health care (disease prevention, treatment, and care) for people of all ages, the changing population structure will also generate opportunities in the Bio ICT industry and become the next strategic dimension in economic development!

Mayor Ko pointed out that Century Development Corporation has a wealth of experience in developing Nankang Software Park. Together with the expertise of its partner Industrial Technology Research Institute in the planning and construction of biotechnology and pharmaceutical industrial parks and GMP factories, the Taipei Bioinnovation Park will be transformed into the driving force of the Nangang biotechnology and pharmaceutical corridor. Every aspect of the park building's design, including height, floors, electricity, ventilation, drainage, and sewage treatment, all comply with professional needs and standards stipulated by the Act for the Development of Biotech and New Pharmaceuticals Industry, so as to allow firms to begin operations immediately. In addition, Century Development Corporation will be investing resources and NT$200 million capital to provide software and hardware needed by the biotechnology industry such as technical R&D, pitch-and-match, international market deployment, and R&D equipment in order to bolster the park's management and support. The Taipei Bioinnovation Park is slated for inauguration in 2023, and more than 3,000 jobs will be created to generate an annual output value of over NT$50 billion!

Lastly, Mayor Ko mentioned that the industry’s development is dynamic and fast-changing, hence the city government will continue to pool resources, create a high-quality environment, and introduce capital needed by enterprises to compete in the global market. By collaborating with Century Development Corporation, the city government will be able to unleash the most benefits of PPP, expedite the upgrade and development of the biotech industry, and endow Taipei's biotech industry with new future possibilities!
