- Those who have already possessed more than 6 meters (inclusive) of land on the planned urban roads in Taipei City, limiting to those whose entire piece of land is more than 6 meters (inclusive).
- Those whose land has been expropriated or purchased at an agreed price by the government authority, with only transfer of land ownership not completed, or those whose land registers have been announced for expropriation or those whose land has been registered and on which there is an MRT passing through or those who own other rights on the land are not entitled to bid.
