While implementing zone expropriation, the government, subject to landowners' request, may not compensate by cash, instead, by construction land after zone expropriation that is calculated in proportion to the ratio of their entitled land for compensation value to the total land for compensation value for zone expropriation. And the construction land for compensation is so called the land for compensation.
