When Nanshen Floodgate is closed, why is parking not allowed on the curbs of access road in the north bank of Sifen Stream?

The access road in the north bank of Sifen Stream is designated to be the substitute route for vehicles heading Jiuzhuang from downtown. In order to maintain a smooth traffic flow, parking on the curbs shall not be allowed when Nanshen Floodgate is closed. In the meantime, a traffic guiding post shall be set up before Qinli Bridge to direct vehicles not to enter this section so as to maintain a smooth traffic flow.
