What are the stipulations governing the reduction and exemption of the fee-charging for usage of urban road?

The user fee can be reduced for wiring or facilities that meet the requirements of the following subparagraphs: 1. When the pipelines or facilities originally installed at the road section require to be relocated due to the needs of any urban road project, the user shall cooperate with the completion of the relocation as scheduled. From the year in which the road project is completed, the collection of fees will be reduced by half for a period of 3 consecutive years. 2. From the implementation of the Fee-Charging Standards for Usage of Urban Roads, the user of the urban road will take the initiative to place the wiring underground, and within 3 years, if such user has not been punished by Article 33 of the Urban Road Act for 3 times or more, from the year of completion, 75% of the fees of the wiring underground will be reduced for a period of 2 years. 3. A 75% reduction in the fees for utility poles or telecommunication poles that also serve as lighting poles or installed with public surveillance system.
