Why collecting hot spring usage fees? Who’s the collected object?
(1)Hot spring is a national natural resource, which is not prejudiced by the land ownership of any person. According to benefit principle and effective usage of public resources, we collect hot spring usage according to Hot Spring Act.
(2)According to article 11 of Hot Spring Act, the collected object is “hot spring licensees” in order to “hot spring proprietors”. Namely, the collected object is limited to “hot spring licensees”.
