From multiple perspectives, such as architectural construction, contemporary art, environmental research, and public participation, the event encourages interdisciplinary and publicly engaged projects that emphasize innovative experimentation. Meanwhile, it inspires the public to imagine and explore the issues related to public space, urban environment, and human development. Over the years, Program X-site has supported various pioneering projects proposed by cutting-edge teams in architecture and art, establishing itself as an important incubator of openness and experimentation for young and mid-career generations in Taiwan.

The Jade: Plaza Calls to Plaza, conceived by the interdisciplinary team, was selected as the 13th laureate in 2026.

About The Jade: Plaza Calls to Plaza

In response to the environmental conditions of the TFAM outdoor plaza, the installation gently lifts the ground plane to create a shaded yet fluid, transparent space that invites visitors to linger, and thereby restores a sense of publicness to a once “blank and absent” plaza.

To evoke the sensation of “gently lifting the ground plane,” the installation manifests as a fluid, transparent space—entirely free of columns or walls. The steel cables required to counteract wind uplift resemble the tightly stretched strings of a musical instrument. Inspired by such structural imagery, the installation is transformed into an interactive sound device: visitors touching the “strings” to reveal an unnoticed soundlandscape embedded within the museum.

During his lifetime, Paul Cézanne painted Mont Sainte-Victoire more than a dozen times as a pursuit of truth rather than mere repetition. Drawing inspiration from the painter’s lifelong dedication, the atelier has analyzed the satellite images of the TFAM plaza as pixels, reconstructing them into a new serpentine pattern across the roof panels. This design serves as an inquiry into the nature of “reality” and “time.” On the underside, each panel is finished with a mirrored surface. Tilted at gradually varying angles, these reflective surfaces simultaneously capture the activities under the roof, the plaza’s serpentine bricks and the TFAM main entrance, drawing visitors into a heightened awareness of their presence as part of the environment. This plaza has once offered visitors a touch of “beauty”, which will be shared with a wider public by the work.

The project aims not so much to create a work of strong intention, but rather to “create an environment” (shape blank) where humans, events and objects all become part of the work and where may flourish freely laughter, tears, black cats, rustling sounds, raindrops, sensitive plants, dragonflies, songs and dreams.

Visiting reminder

Visitors are invited to sit or lie down to experience the work in the most comfortable posture. Feel free to touch different “strings” for a short or long moment and see what happens.

1. Important notices for the exhibition experience:
- The roof structure is not designed for walking. Please do not climb on it.
- Due to the design of the installation, the clearance near the ground is limited. Whether through food, housing, transportation, education, or leisure, every facet of life is enwrapped in materiality. To accommodate the complexities of living, objects are incessantly created, invented, optimized, and adapted. Through human use, these objects develop into systems that mold our instinctive, routine movements. Postures, habits, thinking patterns fundamentally altered.

From the 1970s, when Jean Baudrillard articulated his conception of sign value in consumerist society, through the 1990s, when Tim Dant and Bernard Stiegler investigated material practice, materiality has not solely been consumed or referential. Instead, it has morphed into a technology derived from the object through everyday operation, use, and perception, further configuring humanity’s behavioral patterns and social milieus.

This exhibition examines the profound impact of the production and circulation of materiality—from agricultural to industrial and commercial societies today—spanning from the intimate scale of our lifestyle, to the macro-mechanisms that propel and intervene in social function, as well as the forces lurking behind. At its core is the question of how materiality continues to generate the world within the realms of society, space, scale, and perception. How do artists across generations translate their sense of the times into material practice and experimentation, in turn responding to a vision of reality warped and transmuted by the act of making?

Artists：
KUSAKA Junichi
PAI Ching-Jui
CHU Chia-Hua
Joyce HO
HO Te-Lai
LI Yuan-Chia
James Ming-Hsueh LEE
LEE Kit
CHOU Yu-Cheng
LIN Wen-Hsi
SHI Song
HSU Yang-Tsung
WENG Ching-Tu
CHANG Chao-Tang
MEI Dean-E
CHEN Tien-Mao
CHEN Shun-Chu
LU Hsien-Ming
TANG Ya-Wen
HUANG Wen-Hao
HUANG Kuan-Chun
Tony WONG
HUANG Ming-Chang
Ting-Ting CHENG
Hiraki SAWA
LU Guan-Hong
LAI Chiu-Chen
YEN Shui-Long
KU Ho-Chung
* in alphabetical order by surname

Curator： FENG Hsin
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">Taipei Fine Arts Museum</Column_11></Data><Data><Column_0 name="DataSN">7537024</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=DA078C80DF00C510</Column_4><Column_5 name="title">Pre-enlistment Briefing Schedule for Conscripted Men</Column_5><Column_6 name="Content">
<span style='margin: 0px; conceptually echoes a phenomenon revealed by modern physics: At the quantum level, indivisible connections occur between certain particles. Such a perspective reminds us that existence may not be exclusively composed of mutually discrete individuals, but is more like a relational whole in which myriads of things interconnect, interact and give birth to one another.

In geology, the “Critical Zone” is a thin, fragile stratum of Earth where all life takes place, from the tree canopy in the vegetation layer all the way down to subterranean aquifers. Addressing the issue of climate change, French philosopher Bruno Latour criticized humankind’s long-term misunderstanding of the world in terms of dichotomies between nature and society, the global and the local. Applying the idea of the Critical Zone, he posited that the place where we live is not “the whole planet,” but a very slender region of life. And he centered his attention on three aspects: nature, technology and practical action. He stressed that in nature the Critical Zone is a complex living network that includes rock weathering, microbial activity, water cycles, plant root systems and atmospheric exchanges, collectively comprising an entire life support system. Technology, meanwhile, allows us to see these life systems through such scientific devices as geological observatories, weather stations, and satellites. As for practical action, such human behavior as agriculture, industry and industrialization has already changed the Critical Zone of life. Thus, human beings are not external observers of Earth, but are part of the Critical Zone. Human actions have already become entangled with technology and nature. In recent years, the American physicist Karen Barad has borrowed a concept from quantum physics: “entanglement.” When two particles become entangled, they share a single state and can no longer be viewed as two independent objects. It is as if they are two dancers, dancing as one, performing their pirouettes, lifts and other movements together. Similarly, human bodies and microorganisms, multi-species relationships, humanity and the land, technological perception, living creatures and the environment all may count as a single, collective entity, conjoined in a symbiotic relationship.

Informed by the concepts of contemporary museum studies, the exhibition features 11 art projects by contemporary artists and collectives. Here, they explore how advances in technology have caused overlaps among the past, present, and future within the conventional linear view of time, and they ponder how humans understand their relationships with other species, the environment, and the world. It also examines three dimensions: how humans and non-humans collectively interpret the world, how technology augments humanity’s senses and perceptions of time and space, and how we may become “symbiotic agents.” In this way, we may perceive the Umwelten of other species (how they subjectively perceive their environments), which were originally beyond our reach. This process of choice and intervention that breaks the linear progression of time challenges us to rethink our ethical responsibilities. The exhibition venue is designed as a space for visitor perception and practice, facilitating resonance and empathy that foster new ethics and values of sharing, mutual aid, and symbiosis.

Curator: Sharleen YU

Participating Artists:

Sonja BÄUMEL
Céline CLANET
CHOU Tung-Yen / Very Theatre
LU Ming-Te
PENG Hung-Chih
Simple Noodle Art
Hito STEYERL
NOIZ Architects
TSAI Pou-Ching
WU Chi-Yu＋CHEN Pu
YAMASHIRO Chikako

* in alphabetical order by surname
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">Taipei Fine Arts Museum</Column_11></Data><Data><Column_0 name="DataSN">9557666</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=809FB5E4F71F6BCB</Column_4><Column_5 name="title">All-Age Inclusive, Water-Inspired Renewal: Neihu Sport and Recreation Park Reopens to the Public</Column_5><Column_6 name="Content">
Deputy Mayor Lee Shu-chuan attended the opening ceremony of the Neihu Sport and Recreation Park today (October 3). This urban green space, which has served residents for over 20 years, has officially reopened following a comprehensive renovation. Located above the Neihu Sewage Treatment Plant, which processes approximately 200,000 metric tons of domestic wastewater daily, the park has been transformed through a design-build environmental improvement project. What was once a single-purpose facility has been reimagined as a multifunctional, all-age inclusive space that integrates sports, recreation, education, and ecology. The newly upgraded park features an extreme sports area, a bouldering zone, a splash pool, inclusive playground equipment, and fitness facilities. It offers a diverse range of activities for families, youth, and older adults alike, bringing to life the city’s vision of “shared public spaces and intergenerational enjoyment.”

Deputy Mayor Lee noted that the city government continues to promote the innovative revitalization of public facilities, with the Neihu Sport and Recreation Park serving as a model example. In addition to providing diverse recreational amenities, the park incorporates green energy and carbon reduction concepts. Facilities such as solar panels, small-scale wind turbines, and hydropower systems have been introduced, while reclaimed water from the treatment plant is used to create a demonstration ecological pond. These features integrate renewable energy and environmental education into everyday urban life. He emphasized that the project not only enhances recreational quality, but also demonstrates the city’s commitment to resilient urban development and sustainability.

Commissioner Huang I-ping of the Public Works Department added that during the design phase, the city actively incorporated input from residents and professional groups through workshops, ensuring that the park better meets local needs. The construction process also embodied circular economy principles. For example, removed paving bricks were reused as the foundation for gabion seating, and old reinforced concrete pipes (RCP) were creatively repurposed into children’s play structures, putting the concept of waste reduction and reuse into practice. In addition, the environmental education center was upgraded, restroom facilities were improved, and pedestrian paving along Jiuzong Road and nearby riverside footbridges was enhanced to provide a safer and more convenient visitor experience.

According to Director Huang Chun of the Sewerage Systems Office, construction began in December 2024 and was completed on schedule and to a high standard by the end of August 2025, successfully passing all safety inspections. The Neihu Sport and Recreation Park is not only a green space and sports venue, but also a public space that integrates environmental education, renewable energy demonstration, and inclusive recreation. It is expected to become a cherished part of residents’ daily lives and an important site for promoting carbon reduction and showcasing Taipei’s green energy vision.
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[{"title":"The renovated splash pool at Neihu Sport and Recreation Park enhances play experiences","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/24a4b6c1-53e4-4537-9ffe-317da39c9f1b.jpg"},{"title":"The Sewerage Systems Office holds the opening ceremony for the Neihu Sewage Treatment Plant Sport and Recreation Park today (October 3)","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/f0bc52ee-76c9-4509-8d48-985a14616631.jpg"},{"title":"Deputy Mayor Lee Shu-chuan and guests plant a “tree of hope,” symbolizing the park’s commitment to ecological sustainability and environmental education","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/7620cf4d-c3de-4931-9e9b-205498d567e6.jpg"},{"title":"Solar power generation facilities installed at Neihu Sport and Recreation Park","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/cd9e4fe5-be63-4039-8868-f5352fbfaf1f.jpg"},{"title":"The challenge play area at Neihu Sport and Recreation Park is themed around balance, exploration, jumping, and climbing, offering fun for all age groups","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/40d5a7d4-575a-410d-a386-05f2bab6b39b.jpg"},{"title":"The Sewerage Systems Office holds the opening ceremony for the Neihu Sewage Treatment Plant Sport and Recreation Park today (October 3)","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/0231ee5f-9216-4009-9d33-7d0b59e91564.jpg"},{"title":"The Sewerage Systems Office holds the opening ceremony for the Neihu Sewage Treatment Plant Sport and Recreation Park today (October 3)","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/4fc13933-effb-4255-8ba7-ea13ba583811.jpg"},{"title":"Deputy Mayor Lee Shu-chuan and guests plant a “tree of hope,” symbolizing the park’s commitment to ecological sustainability and environmental education","url":"https://www-ws.gov.taipei/001/Upload/351/relpic/31013/9557666/0c06c1ec-ffdf-4c37-b0eb-9b20033e5737.jpg"}]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">Sewerage Systems Office of the Public Works Department of Taipei City Government</Column_11></Data><Data><Column_0 name="DataSN">9569547</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=F2085BB6401E00EB</Column_4><Column_5 name="title">Surrealism: Worlds in Dialogue</Column_5><Column_6 name="Content">
Organized by the German Institut für Kulturaustausch, the exhibition explores the Surrealist idea and its impact from the 1920s to the present day. Artworks from the original Surrealist movement are presented in dialogue with works by subsequent generations. This exchange makes clear that Surrealism is not a closed historical phenomenon, but a continuing force that remains active today. It is an attitude, an unfinished and constantly evolving mode of thought. Seen across the decades, the themes and motifs of the Surrealist avant-garde appear more relevant than ever. Questions of identity, transformation, irrationality, and the interrogation of reality and perception continue to be negotiated in works informed by Surrealist approaches. Structured into four chapters, the exhibition demonstrates how Surrealist practices, across generations and up to the present, serve as a means of critical as well as humorous reflection on the present and the future. Featuring more than 100 paintings, works on paper, objects, photographs, and films, the exhibition reveals the compelling diversity of Surrealist art.
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">Taipei Fine Arts Museum</Column_11></Data><Data><Column_0 name="DataSN">9553696</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=B7916B7E11AA8008</Column_4><Column_5 name="title">Springtime Romance Awaits: Zhuzihu Calla Lily & Hydrangea Festival, Mar 14–Apr 26</Column_5><Column_6 name="Content">
Zhuzihu, situated at an altitude of 670 meters, boasts a rich natural ecosystem amidst its lush, layered mountains. Although the title was first conceived in Portuguese, we already knew that, once translated into English and Mandarin, its poetics would open space for new nuances. But which screens, after all, are we referring to? The immediate answer seems obvious: the very surface through which I write these words and through which audiences – across different formats, materials, and brands – will encounter part of Li Yi-Fan’s work. Yet these black-mirrored devices carry a long history that exceeds their current ubiquity: their genealogy extends from television to dark cinema theatres, through photography, and back to painting and Leon Battista Alberti’s famous 1450 metaphor of “painting as a window.”

The term “window” is hardly accidental; Microsoft launched the first version of Windows forty years ago. Like passengers inside a car or train who watch moving landscapes unfold, today we peer into compact windows that offer fragments of everything. From this excess, this eternal listing of possibilities, ideas, intersections, discoveries, and doubts, emerges the melancholia we name here. Vita brevis, ars longa: life is short, knowledge is long – especially in a historical moment when artificial intelligences surround us and remind us of this constantly. Screen Melancholy: Li Yi-Fan marks an essential new step in Li Yi-Fan’s practice, even as it preserves the anxiety trigger that has accompanied more than a decade of production. The exhibition’s central video, shown on a LED panel, has all its actions staged inside a simulation of the Palazzo delle Prigioni in Venice. It is an unprecedented site-specific gesture in the artist’s trajectory. This building, once part of a prison linked to the Doge’s Palace and completed in 1614, holds layers of memory. The enclosed bridge connecting the two structures – the Bridge of Sighs, built that same year – was named for those who glimpsed their last view of Venice before entering cells that might consume the rest of their lives. To stage an exhibition in this Palazzo is to remain open to its energetic and narrative charge. If the artist’s work often displays something theatrical – through his interest in maquettes, puppets, and rendered stage-like compositions – here, in this location, that is taken to another intensity, producing moments of metatheater and mise-en-abyme. Between existentialism and the absurd, the words spoken by the puppet-characters in this narrative move from micro-histories to macro-narratives and constantly play with the limits of the narrator's autonomy. Video can be seen as a type of magic – and, trick after trick, our attention remains held for dozens of minutes. From lectures about computer animation, we hear discussions of differences between “high” and “low” culture images and learn about normal mapping and methods for simulating textures on digital surfaces.

Our eyes and neural synapses become pinballs inside this visual and conceptual arcade. Unsure of where we are being led, we follow the puppets whose rhetoric resembles that of a very peculiar classroom. Soon we realize that the exhibition space also hosts large 3D-printed sculptures – hands, feet, a head, part of a leg, arms – echoing the bodies of the digital performers. These outscaled fragments introduce a theatrical, fantastical dismemberment rooted in computer-generated imagery. Discovering that we may sit on these objects, we do so instinctively. The human body sits upon an imitation of itself to watch a performance by digital puppets that also emulate its form; the boundaries between “real” and “virtual” dissolve. Viewers become performers for the next group to enter. Sitting in this former prison, phone in hand – either to record or to momentarily escape – we appear, if filmed from afar, trapped in a loop: our behaviors mirroring and mirrored by Li Yi-Fan’s poetics. Rather than offering solutions or moralizing responses to the post-fictions and digital narcissisms of the twenty-first century, the artist suggests that each of us contains something of the prisoner, the puppeteer, and the puppet. Let us embrace the melancholia of this condition and prepare for our existences to become as flattened as a screen. There’s no turning back.

</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">Taipei Fine Arts Museum</Column_11></Data><Data><Column_0 name="DataSN">9546715</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=60C9BA82F87148FF</Column_4><Column_5 name="title">Celebrate spring at the Taipei Azalea Festival, March 6 - March 31</Column_5><Column_6 name="Content">
Featuring the city flower of Taipei, the Taipei Azalea Festival takes place every year in March.

With the arrival of spring, azaleas are in full bloom, and together with hydrangeas, buddleias, dahlias, and lavenders, Taipei becomes enshrouded in romantic shades of pink. From the winding lines of gravel paths and the sound and feeling of stepping on stones, to the discovery of a snail or uniquely shaped leaf, minute yet distinctive experiences all draw children’s shifting attention and spark questions and imagination. Yet play is itself an important part of learning and creativity. As children, we play games and build dreams in the park, imagining the slide is a mountain or the swings are flying machines. As we get older, the park becomes a place to stroll, rest, meet up, and say goodbye. These seemingly ordinary yet profound experiences not only shape our sensibilities but also subtly influence our understanding of life and the city. A park is a vessel for the imagination as well as a familiar and ever-changing public sphere.

The educational program began with the concept “park reverie” to explore the interplay between shape and imagination, and between publicness and interactivity. Viewers are invited to explore Yuanshan through interactive artworks, installations, and sensory experiences, starting from its history and extending to the three sub-themes of form, natural features, and public character. Through these themes, participants learn to observe daily life, understand history, connect with nature, and imagine a future urban landscape, while also considering the nature of public space and solving problems with imagination.

Artist
SHIH Meng-hsin
WU Tsan-Cheng
LEE Yuk-ki
MingBaï Lab
NI Xiang
CHEN Zi-yin
CHEN Wan-Jen
YANG Yu-Chiao
HSIAO Sheng-Chien

Curator
WANG Wei-Ting
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">Taipei Fine Arts Museum</Column_11></Data><Data><Column_0 name="DataSN">9538564</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=243D81C4D76EA7D6</Column_4><Column_5 name="title">Shan Tseng Chi Flower Festival is upcoming on 02.11 Wed. - 03.15 Sun.</Column_5><Column_6 name="Content">
Having withstood four hundred years of historical changes, Shan-Tseng-Chi Park uses the great-crested vulture as its logo to symbolize the profound cultural heritage of the area.

The hillside landscape is meticulously designed with tiers of grass and flowers to create an image of the great-crested vulture when viewed from an elevated position. Nearby are Jingmei Girls High School and the Examination Yuan, and the school is also close to excellent institutions of higher education such as National Chengchi University and Shih Hsin University, making it one of Taipei City’s thriving cultural and educational areas. However, since the school was founded, physical constraints, including a limited campus area and a lack of indoor activity and semi-outdoor activity spaces for students, have significantly affected school development, further underscoring the urgency of constructing the new activity center. Accordingly, the Taipei City Government has proposed a plan to construct a new activity center, including a one-level underground parking facility and a five-story above-ground facility comprising an activity center, a swimming pool, an activity platform, and kindergarten classrooms, with the expectation of building a multifunctional activity center building as the foundation for the school’s future all-round campus development and to meet the kindergarten’s teaching needs.

Shih-Chen Tian, director of the Zhongzheng Office of the Public Works Section, New Construction Office, stated that Hsuyuan Kuo Architects & Associates were commissioned to carry out the design and construction supervision for this project. As the Taipei Municipal Li Xing Primary School site lies on the boundary of Muzha and Wenshan District, it is hoped that this activity center will in the future become Wenshan District’s new living hub, as well as a “public living room” where the city and natural landscape intersect, and will echo the four visions of Taipei Municipal Li Xing Primary School, guided by the principle of putting true knowledge into action: “Sincerity: Care and Inclusivity”, “Knowledge: Respect for Virtue and Diligence in Learning”, “Dedication: Pursuit of Excellence”, and “Action: Enthusiasm and Vitality”. The new activity center’s spatial planning includes an activity center, sports courts, a swimming pool, an activity platform, kindergarten classrooms, and parking spaces; by leveraging the diversity and variety of activity spaces, it will provide students with a diversified learning environment and meet the school’s future needs. In design, the campus activity spaces will be extended to a large activity platform, linked with the riverside environment to create diverse and varied activity venues, and a long-span steel structural system will be adopted to create, in an economically efficient manner, a free and flexible activity center and swimming pool, while the greenbelt along the Jingmei River will be extended into the campus environment to create a friendly, naturally ventilated green building environment, together creating a friendly campus for diverse learning.

Shih-Chen Tian explained that this project commenced on April 22, 2024, and that the topping-out ceremony held on January 19, 2026 is an important phased achievement of the project; the overall project is expected to be completed in 2027, and it is hoped that, after completion, it will realize the school’s educational vision, create a new highlight of Taipei City’s education and promote the distinctive development of the community, providing all faculty and students and community residents with a high quality, sustainable, friendly, and safe space for teaching and activities.
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[{"title":"Figure 2 Signing and taking group photo","url":"https://www-ws.gov.taipei/001/Upload/347/relpic/31013/9532224/b45e040d-5e50-4ff2-9068-28a8bba58832.jpg"},{"title":"Figure 4 Completion illustration 1","url":"https://www-ws.gov.taipei/001/Upload/347/relpic/31013/9532224/38f0cafb-fa81-46a4-9e6b-e1dedb609c6f.jpg"},{"title":"Figure 1 Topping-out blessing ceremony","url":"https://www-ws.gov.taipei/001/Upload/347/relpic/31013/9532224/969e257c-49f5-4649-be45-de8ab3137aca.jpg"},{"title":"Figure 3 Site location","url":"https://www-ws.gov.taipei/001/Upload/347/relpic/31013/9532224/5b92db35-955e-4793-853f-64fc4ab9dc40.jpg"},{"title":"Figure 5 Completion illustration 2","url":"https://www-ws.gov.taipei/001/Upload/347/relpic/31013/9532224/e91c8182-f90a-4468-8e52-c452f17379e4.jpg"}]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">New Construction Office, Public Works Department, Taipei City Government</Column_11></Data><Data><Column_0 name="DataSN">9535419</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=8FE8E04BB805FE5F</Column_4><Column_5 name="title">Yangmingshan Flower Festival is upcoming on Feb. 5 - Mar. 15</Column_5><Column_6 name="Content">
The annual Yangmingshan Flower Festival has been attracting visitors from all over the world for more than 60 years.

In addition to the spring scenery of the mountains and the “Flower Clock” of Yangmingshan, visitors will also be surrounded by a variety of cherry blossoms, including Yamazakura, Kanzakura, Yaezakura, Shōwazakura, and Yoshino cherry blossoms, as well as the Hirado and Golden Azalea blooming in the woods. This trip focused on practical matters related to tobacco and alcohol administration, the crackdown on illicit tobacco and alcohol products, and strategies for enhancing inter-regional cooperation. Both sides found the exchanges highly beneficial.

According to the DOF, discussions with the Yilan and Hualien finance authorities centered on how local governments implement the Tobacco and Alcohol Administration Act and strengthen enforcement against illegal products. The exchange of insights and operational experiences will help improve overall enforcement capacity.

The DOF also met with the Yilan and Hualien Reconnaissance Brigade of Coast Guard Administration under Ocean Affairs Council. Both brigades are responsible for patrolling long stretches of coastline where smuggling activities are common. The two sides explored ways to enhance cooperation through collaboration and intelligence sharing, with the aim of building a stronger enforcement network along the coast to combat illicit tobacco and alcohol trade.

In addition, the delegation visited King Car Kavalan Co., Ltd, an alcohol manufacturer under Taipei City’s jurisdiction, to gain the knowledge of liquor production processes and distribution management systems. Through direct engagement with industry representatives, the DOF gained a better understanding of the challenges faced by manufacturers in complying with liquor regulations and quality control requirements. This will help the DOF to design a better enforcement plans in the future.

The DOF concluded that the visits to the Finance and Taxation Bureau of Yilan County, Finance Department of Hualien County, the Yilan and Hualien Reconnaissance Brigade of Coast Guard Administration under Ocean Affairs Council was benefited greatly. With this new route in place, road users traveling northbound via Tiding Boulevard will no longer need to merge with southbound traffic, detour around the Yangguang Pumping Station, or stop at Jiuzong Road. Instead, they can now make an earlier right turn onto Jiuzong Road, saving approximately 400 meters in travel distance and reducing travel time by about 4.5 minutes, thereby significantly alleviating traffic congestion.

According to Chief Engineer Wu Zai-Qin of the New Construction Office, in line with the city government’s efforts to enhance overall traffic conditions in the Neihu Technology Park area, a new on-ramp has been constructed within the Neihu Sports Park to address congestion at the Tiding Boulevard connection to the northbound National Freeway No. 1. This newly added on-ramp merges directly onto Jiuzong Road, leading to the freeway entrance, significantly reducing travel distance and wait times. By enabling earlier traffic diversion from Tiding Boulevard, the new on-ramp allows vehicles to reach the freeway more efficiently. By reducing traffic on Tiding Boulevard, it is hoped that traffic will be dispersed to surrounding major roads to help ease existing congestion.

Wu Zai-Qin added that in order to improve traffic conditions in the Neihu Technology Park area as early as possible, the construction team was fully mobilized to complete the project within approximately six months. The original slope was transformed into a nearly 250-meter-long road, completed on June 12, 2025. The project adopted methods that have low impacts on the ecology, including the establishment of stone revetment and the planting of shrubs as retaining structures, helping to preserve water resources while enhancing the roadside landscape. This approach balances driving safety with aesthetic appeal, creating a “breathing” green road. In terms of traffic facilities, safety direction signs and flexible delineator posts were installed at turns to assist drivers in adjusting to changes in road width. Additionally, deceleration markings were added at the exit connecting to Section 2, Jiuzong Road, to guide drivers to slow down, ensuring a safer passage for all road users. It is hoped that starting today, this brand-new road will serve as a catalyst for better traffic in the Neihu Technology Park area and provide road users with a more comfortable commuting experience!
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[{"title":"Image 2. The ceremony was presided over by Chief Secretary Huang, Shu-Ju of the Public Works Department, along with relevant personnel, offering prayers for the successful completion of the project and for the safety and smooth operation of all workers and machinery involved.

Hsiao Chih-Long, Chief of the Public Works Section at the New Construction Office, noted that Taipei Municipal Nangang High School was established in 1967. The Science Building, which had been in use since 1986, was found to have an excessive chloride ion content following a seismic resistance assessment. In consideration of the safety of faculty and students as well as the need to improve the overall teaching environment, the Taipei City Government contracted the demolition of the Science Building in December 2018 and proposed a new construction plan for a Comprehensive Teaching Building. The new building will include a two-level underground parking area and five stories of above-ground teaching spaces, aiming to provide a multifunctional teaching building aligned with the Curriculum Guidelines of 12-year Basic Education. The design will offer additional space for the development and delivery of a wide range of courses. Furthermore, the overall planning of the building incorporates green building design principles, with the goal of transforming Nangang High School into a sustainable campus characterized by ecological elements, energy efficiency, waste reduction, and a healthy environment.

Huang Chia-Wei, Director of the Nangang Public Works Office under the Public Works Section of the New Construction Office, noted that the project was commissioned to KEDAK Group, Architecture, Planning & Construction Management for design and construction supervision. The design concept centers on creating dynamic and interactive learning spaces for both teachers and students. The plan includes semi-outdoor activity areas, landscaped terraces, and a rooftop garden, which are integrated with the school’s existing open spaces to form a well-rounded and multi-tiered teaching environment that fosters exchanges and interaction. The new teaching building will feature a variety of facilities, including tiered classrooms, all-weather classrooms, seminar classrooms, reservable classrooms, standard classrooms, and a parking area. The spatial layout is designed to harmonize with the natural environment, utilizing southern sunlight and appropriately guided airflow to enhance the comfort of the overall teaching environment. In addition, by creating a diverse and flexible learning space, the project aims to meet the evolving needs of the school.

Huang Chia-Wei concluded by noting that the project officially commenced on August 21, 2023. Following today’s beam-raising ceremony, the structural framework is expected to be completed in the near future. It is hoped that upon completion, the project will realize the school’s vision for diversified education and serve as a new beacon of educational excellence in Taipei. The building aims to provide a high-quality, sustainable, friendly, and safe environment for teaching and community activities, benefitting both the school and local residents. In 2023, it was certified by the Ministry of Environment as an “Environmental Education Facility” and launched two programs designed for elementary school students and more advanced learners. Continuing its efforts, the plant has also earned the Ministry of Environment’s Carbon Footprint Label, TAF laboratory accreditation, and the Ministry of Finance’s Golden Thumb Award. On May 1, 2025, the plant will debut its newest curriculum, Adventurous Water Drop, created specifically for senior high school and vocational students. Citizens of all ages are welcome to apply for guided tours and interactive learning experiences.

Mr. Sheng-Tsung Hsiao, Director of the Neihu Sewage Treatment Plant, stated that the plant will launch its brand-new educational program, Adventurous Water Drop, on May 1, 2025. This program integrates perspectives from Feitsui Reservoir, the Taipei Water Department’s purification plant, and the sewage treatment process, giving visitors a comprehensive view of the water cycle, from upstream watershed conservation, to midstream purification and distribution, to downstream sewage treatment and water reclamation. In 2023, the Neihu Plant introduced two environmental education programs tailored to different age groups: The Magical House That Makes Water Clean, designed for elementary school students, and The Sustainable Magical House, a more advanced curriculum. Both programs use interactive and engaging teaching methods to explain the sewage treatment process and emphasize the importance of water resources.

Director Hsiao further noted that in addition to launching the new program, the Neihu Sewage Treatment Plant is upgrading its audiovisual classroom used for environmental education. Enhancements include improved lighting, new seating and carpeting, and a redesigned podium to create a more comfortable learning environment. The renovation is scheduled for completion by the end of May 2025. During construction, visiting groups are encouraged to keep group sizes under 12. In addition to the lectures, the event featured interactive activities designed to give participants a firsthand experience of French and Dutch culture.

In her opening remarks, Department of Civil Servant Development (DCSD) Commissioner Ho Ya-jiuan noted that the 2025 World Masters Games will be held from May 17 to 30. To prepare for the arrival of athletes from around the world and help Taipei City Government staff better understand international cultures, DCSD has organized a series of cultural lectures since last September. These sessions have covered regions including Northeast Asia (Japan and Korea), Southeast Asia (Singapore, Malaysia, and Indonesia), North America, Oceania (Australia and New Zealand), and India.

This sixth session focused on French and Dutch culture. Commissioner Ho expressed her sincere thanks to the French Office in Taipei, the Alliance Française de Taïwan, and the Gin Shin Construction Culture and Arts Foundation for their generous support of the event. The program also featured hands-on cultural activities such as a live French chanson duet and a tasting of traditional Dutch stroopwafels, offering participants a richer and more immersive experience of French and Dutch life and culture.

Guest speakers Prue Chan and Jeroen Uijttenhout delivered a talk titled Dutch in Taiwan, beginning with the fact that the Netherlands’ official name is Nederland. They noted that the country is home to the world’s oldest national anthem and that 26% of its territory lies below sea level. The Dutch are widely recognized for their high English proficiency and their reputation for direct, open communication.

The Netherlands has also been a cradle of artistic genius, producing legendary painters such as Johannes Vermeer, Rembrandt, and Vincent van Gogh. Among Vermeer’s most iconic works is Girl with a Pearl Earring, which features a young woman in an exotic, turban-like headscarf glancing back at the viewer—her luminous pearl earring capturing the spotlight.

One of the event’s highlights was a charming cross-cultural exhibit that playfully reimagined Girl with a Pearl Earring featuring beloved character Miffy the bunny, creating a whimsical fusion of Dutch fine art and children’s pop culture.

Chan and Uijttenhout also shared the powerful story behind the Dutch slogan Stop deKindermoord (Stop the Child Murder), which became a street protest movement in the 1970s following the tragic deaths of over 400 children in traffic accidents in a single year. This sparked a nationwide push for transportation reform, prompting the Dutch government to redesign roads with a human-centered and sustainable safety approach. These efforts led to a dramatic reduction in traffic fatalities, making the Netherlands one of the safest countries in the world in terms of road safety.

In her talk titled Stepping into the Soul of French Culture, Patricia Lopes explored how France’s cultural identity has been shaped by its founding values of liberty, equality, and fraternity. This deep-rooted heritage has fostered a strong national pride and a confident embrace of culture. The French love to engage in lively discussion, value critical thinking, and prioritize quality of life and personal expression. Everyday gestures—like greeting one another with a warm Bonjour or exchanging cheek kisses—are rich reflections of this cultural philosophy.

Lopes noted that cuisine is the indispensable soul of French culture. From a simple breakfast of croissants and black coffee to elaborate multi-course lunches and dinners, meals in France are not only a gastronomic experience but also a vital social ritual—an opportunity for conversation, connection, and cultural exchange. French cuisine embraces a wide range of flavors with confidence and curiosity, from wine and cheese to more adventurous dishes like frog legs, calf’s head, tripe, escargots, and wild hare. Lopes also introduced the audience to French table etiquette, the art of wine pairing, and the close relationship between regional identity and local cuisine, showing how in France, eating has evolved into an everyday form of artistic expression.

Beyond the keynote talks, the event featured immersive cultural experiences from both France and the Netherlands. The French Chanson Duet opened the program with the classic C'est si bon, performed by Nicolas Drouet, adjunct lecturer in Tamkang University as well as Chinese Culture University where he teaches in the French Department, and Soochow University where he teaches in the Music Department, accompanied on the accordion by Vincent Tsai, guest lecturer at University of Taipei. As they played a string of evocative tunes, the music transported listeners to the streets of Paris, with poetic melodies and dreamlike accordion harmonies that filled the room with the atmosphere of French artistry.

The Dutch Cultural Experience featured hands-on baking of traditional Dutch stroopwafels, led by instructors Ciao Chan and Judy Chen. As participants enjoyed this multisensory activity, they were treated to a delightful blend of experiences: the elegant strains of French music in the air, the rich scent of caramel wafting through the venue, and the soft, slowly melting sweetness of fresh stroopwafels on the tongue—a feast for the ears, nose, and tastebuds alike.

The event wrapped up with an interactive online quiz that energized the audience and added a final touch of fun. Through this program, participants journeyed through the art, charm, and romance of France and the Netherlands, gaining a meaningful glimpse into the gentle yet profound philosophies of slow living that define everyday life in both cultures.
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[{"title":"DCSD Commissioner Ho, Ya-jiuan","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/31c7c850-bdc9-46d3-8c0b-6aa782a3bd66.jpg"},{"title":" Keynote lecture from Patricia Lopes","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/2d53c35c-762c-4c2f-a0d2-2f631c4ce7f5.jpg"},{"title":"Cultural experience - \"French Chanson Duet”","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/d8ac5df1-33b3-49af-be1f-69c0bee8602c.jpg"},{"title":"Dutch cultural relic exhibition","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/e136146d-4c7d-4a0e-92c4-1e64ded58d5a.jpg"},{"title":"Jeroen Uijttenhout and Prue Chan talked about the “Dutch in Taiwan”","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/04462284-949c-4919-8762-b7aed936c305.jpg"},{"title":"Group picture","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/dcb910fd-3ab1-4072-b7a8-e21ed8be0a6c.jpg"},{"title":"Cultural experience - students try their hands at making Dutch stroopwafels","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/2e2658cb-9bd4-4ac5-a5cc-a2792b5ace35.jpg"},{"title":"French cultural relic exhibition","url":"https://www-ws.gov.taipei/001/Upload/387/relpic/31013/9417641/23bd5b37-3f5b-47bc-a4dd-35376c889d9b.jpg"}]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department"> Department of Civil Servant Development, Taipei City Government</Column_11></Data><Data><Column_0 name="DataSN">9415596</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.gov.taipei/News_Content.aspx?n=2E4D894ACA6FB4D3&s=8CD4828ECA1A7BCC</Column_4><Column_5 name="title">The Department of Finance (DOF) of the Taipei City Government (TCG) is publicly offering a lease tender for municipally owned land in Zhongzheng District. The use permit is expected to be obtained in 2025 after the inspections are completed. This public social housing complex features various social welfare facilities, including a non-profit childcare center, a kindergarten, and a youth service center. By consolidating scattered spaces within the site, the project creates a more cohesive open area. Beyond offering a comfortable living environment, it also enhances the surrounding landscape, contributing to Taipei’s goal of becoming a more livable city.

According to Xiao Zhi-long, Chief of the Public Works Division at the New Construction Office of Taipei’s Public Works Department, the site was previously the R16 surface parking lot in the Nangang Economic and Trade Park. It is located next to the Nangang Software Park to the east, with Nangang Vocational High School and Nangang Elementary School to the west and north, and an urban renewal unit to the south. The site is within a 10-minute walking distance of both Nangang MRT Station and Nangang Software Park Station. Additionally, there are multiple buses running along Nangang Road, contributing to a well-developed transportation network and convenient amenities in the area. The project’s design is based on the Eastern District Gateway Project and the Nangang Urban Green Corridor, aiming to stimulate urban renewal. The residential structure is set back slightly from the road, incorporating a 4-meter-wide linear open space along its north and west sides at ground level. On the east side, a 400-square-meter open plaza connects seamlessly with nearby streets, creating a shared public space. The building's street-facing part aligns with the urban scale of the Nangang Economic and Trade Park, featuring open-frame structures to reduce visual mass and create dynamic framed views. Meanwhile, the interior design uses tiered setbacks and linear, horizontal balconies to enhance depth and layering. Additionally, vertically staggered open spaces and rooftop greenery introduce leisure areas into different floors, fostering interaction among residents.

According to Huang Jia-wei, Director of the Nangang Public Works Office of the New Construction Office, the Nangang Jingmao Section Public Housing Project was designed and overseen by hap+4creative, with Streamline Engineering Consultant Company responsible for seismic monitoring. Construction was undertaken by a joint team comprising Tong Ying Construction Co., Ltd., Texin Electrical and Mechanical Co., Ltd., and Vatican Queensland Cooling Co. Together, a 12-story above-ground and 3-story underground public housing complex with parking facilities was completed. The project faced challenges from the outset, including the impact of the COVID-19 pandemic, as well as industry-wide labor and material shortages throughout the construction period. Nevertheless, through the relentless efforts of the construction team, the project steadily moved forward. In the end, all obstacles were overcome and the design was brought to life, making it a truly commendable accomplishment.

Huang Jia-wei added that every residential unit is designed to ensure adequate ventilation and natural lighting while minimizing wasted space to maximize efficiency. The building features a rooftop urban farm, sunshade grilles, LED lighting, eco-friendly green materials, and a rainwater recycling system. It is expected to receive several certifications, including the Silver-Level Green Building Label, Silver-Level Intelligent Building Label, Structure Accreditation Building Label, and Accessible Housing Label. More than just a residential complex, this social housing project plays a key role in advancing sustainable development, policy initiatives, and environmental responsibility.
</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[{"title":"Image 1.
