Will points be recorded for a vehicle owner without a driver's license or if the vehicle is registered under the name of a company?

If the vehicle owner does not have a driver's license (has not obtained a driver's license or the owner is a corporate entity), a violation record will be noted for the vehicle once; if there are three times recorded within a year, the license plate will be suspended for two months.

If the vehicle is recorded three times within a year, the license plate will be suspended for two months, and the vehicle cannot be used for two months.
