Taipei Fire Department is certificated by ISO to guarantee its Quality, Efficacy and Profession.
The “Fire Debris” research technique by the Fire Identification Laboratory, which belongs to Taipei City Department, has not only obtained the national ISO qualification in this year for the third time since 2009, but also obtained another qualification of the analysis of hydrocarbon fuel by pyrolysis gc-ms (gas chromatography-mass spectrometer) through Taiwan Accreditation Foundation, and become the first one using the method to analyze the cause of fire scenes.
Taipei City Fire Department indicates that, since instrumental analysis techniques can assist in finding the causes of a fire and who need to be responsible for it, it therefore can maintain social justice and improve the public well-being. There are about 250 cases which are identified by Fire Identification Laboratory of Taipei City Fire Department as key evidences, and these key evidences are very crucial to the process of investigation. According to the statistics within 2 years, the results of the analysis successfully assisted in solving 13 criminal cases.
The Fire Identification Laboratory has been designing lectures and training programs to improve staff’s ability, and maintain the standard quality of the technique, efficacy, and profession through internal inspection and management review meetings; besides, our institution also voluntarily attends international proficiency testing activities and continues in upgrading the software and hardware equipment. What is worth mentioning is the method of analyzing hydrocarbon fuels with pyrolysis gc-ms which can efficiently analyze the materials’ thermal conductivity and rebuild the scene of a fire. The members of the TAF examination committee (National Tsing Hua University Professor LING,YONG-JIAN and Central Police University Professor JHANG,WEI-DUEI) give much admiration to the method.
The Fire Identification Laboratory launched the TAF-site evaluation program in April (2015), and eventually obtained the internal citification of “fire debris” and “hydrocarbon fuel” on 27th of July. That is, Taipei City Fire Department’s technologies are approved by ILAN-MRA to reach the standard in the field of international forensic science, which shows the Fire Department’s determination to improve Taipei citizens’ well-beings. In the future, Taipei City Fire Department will keep improving the quality and the standard of the laboratory, implementing the scientific spirit on the field of identification, and enhancing precision of analyzing through consulting experts, training, upgrading the techniques and the equipment.
