What are the qualifications and conditions for bidding a private land reserved for public facilities using Building Bulk Cash Fund (payments for obtaining floor area ratio)?

The City’s private land reserved for public facilities may be open to the bidding if the owner thereof possesses the land for more than 5 years and if the land is graded as follows:
(I)    Lands for road use (including pedestrian sidewalks)
1.     The land complies with any of the following conditions after being overlaid on the up-to-date topographic map of Taipei City Historical Geographic information System:
(1)    Lands with an object above the ground, where all owners of the lands within the block shall submit the application collectively.
(2)    Single land (parcel number) that do not have any improvement and has already been open to the public.
(II)   Lands for parks, green areas, squares and children’s playground.
1.     Developed lands for parks, green areas, squares and children’s playground, where the lands must not have other legal relationships such as other rights and registration of restriction.
2.     Undeveloped lands for parks, green areas, squares and children’s playground, where the said lands must be in compliance with the following conditions:
(1)    Not located within the slopeland and do not need to have an overall development using regional requisition, urban land reallocation or other approaches as prescribed in Urban Planning.
(2)    Lands with an area of more than 100㎡. However, those whose establishment area is less than 100㎡ according to the announcements of urban planning shall not be restricted by area conditions.
(3)    All owners of the lands must agree to join the bidding and there must not be any legal relationships, such as land improvement, leasing contract, other rights and registration of restrictions.
(4)    The land must connect to roads that have been opened or developed parks, green areas, squares and children’s playground.
