What are the designated smoke-free areas in Taipei City, and what are the penalties for violations?
In accordance with Article 18 of the Tobacco Hazards Prevention Act, smoking is completely prohibited in the following locations:
(1) All levels of schools, preschools, infant care centers, home-based childcare service locations, and other venues primarily intended for the education or activities of children and adolescents.
(2) Indoor areas of libraries, museums, art galleries, and other cultural or social education institutions.
(3) Locations of medical institutions, nursing institutions, other healthcare facilities, and social welfare institutions. However, this does not apply to outdoor areas of elderly welfare institutions or indoor smoking rooms equipped with independent air conditioning and partitions.
(4) Indoor areas of government agencies and state-owned enterprises.
(5) Public transportation vehicles, taxis, tour buses, stations, and passenger waiting rooms.
(6) Locations for manufacturing, storing, or selling flammable or explosive materials.
(7) Business premises of financial institutions, post offices, and telecommunications enterprises.
(8) Indoor venues for sports, exercise, or fitness activities.
(9) Classrooms, reading rooms, laboratories, performance halls, auditoriums, exhibition rooms, meeting rooms (halls), and elevator cars.
(10) Opera houses, cinemas, audiovisual karaoke establishments, internet recreational venues, and other indoor public leisure and entertainment locations.
(11) Hotels, shopping malls, restaurants, bars, nightclubs, and other indoor public consumption venues. However, this does not apply to indoor smoking rooms or cigar lounges equipped with independent air conditioning and partitions within such venues.
(12) Indoor workplaces shared by three or more persons.
(13) Other indoor public venues and locations or transportation designated by competent authorities.
In accordance with Article 19 of the Tobacco Hazards Prevention Act, smoking is prohibited except in designated smoking zones in the following locations; where no smoking zone is provided, smoking is completely prohibited:
(1) Outdoor areas of libraries, museums, art galleries, and other cultural or social education institutions.
(2) Outdoor stadiums, swimming pools, and other outdoor public leisure and entertainment venues.
(3) Outdoor areas of elderly welfare institutions.
(4) Other locations and transportation designated by competent authorities.
Individuals who violate the regulations (including use of electronic cigarettes or heated tobacco products) shall be fined between NT$2,000 and NT$10,000 in accordance with Article 40 of the Act.
