If the applicant cannot apply in-person, can the applicant entrust another person to submit the application?

If the applicant cannot apply in-person, he or she can entrust any adult who is over the age of 20 to bring the applicant’s ID or household registration document to any district office, health center, or Taipei City Hospital branches and fill out “Letter of Authorization for Taipei Card Application”. The Taipei Card will be issued once the application has been verified.
