What is the 3 in 1 Project? How is it implemented? How much is the penalty for dogs which have not been registered or vaccinated?


The 3 in 1 Project is a combination of three tasks promoted by the city government, including pet registration, Rabies vaccination and pet neutering/spaying.
To build up owner sense of responsibility, TCAPO initiated an enforcement operation crew in April, formed by the Environmental Protection Department and the Police Department. Crew members patrol on a weekly basis around parks where pets are frequently seen.
Once an unregistered dog is found, a penalty of NT$3,000 to NT$15,000 shall be imposed to the pet owner in accordance with Paragraph 2 of Article 19 of Animal Protection Act. If the owner refuses to comply with the regulation, further punishment shall be imposed.
For pets not having regular vaccination, the owner shall be fined in accordance with Provision III of Article 45 of Statute for Prevention and Control of Infectious Animal Disease for NT$10,000 to NT$50,000 for the violation of Subparagraph 2 of Paragraph 1 of Article 4 of Taipei City Dog Management Regulations.
